Gavril Flores holds the position of Chief Strategy, Policy and Governance at the Malta Digital Innovation Authority (MDIA) and is Senior Visiting Lecturer at the University of Malta. With more than 15 years of experience in strategic leadership, his expertise lies strategy development and implementation and in shaping regulatory frameworks that foster innovation. He leads the development and implementation of the National AI Strategy and Vision and spearheads the implementation of pertinent digital innovation legislation in Malta, primarily in the fields of data innovation and governance, artificial intelligence and cybersecurity. He is actively engaged in EU and International fora where he advocates for progressive policies that balance innovation with economic, ethical and societal considerations.
